2026 China-South Korea Academic Conference on Marine Rights and Interests Protection

On April 24, 2026, the China-South Korea Academic Conference on Marine Rights and Interests Protection, jointly organized by the School of Marine Law and Humanities of Dalian Ocean University and the Korean Society of Commercial Precedents, was held in Dalian. Experts and scholars from China and South Korea, including those from Dalian Ocean University, the Korean Society of Commercial Precedents, and Dalian Maritime University, gathered for in-depth discussions on China-Korea maritime cooperation.

This conference consisted of three sessions: the opening ceremony and guest speeches, expert exchanges, and concluding remarks. It has established an important academic platform for the exchange of maritime rule of law between China and South Korea.

I. Opening Ceremony and Guest Speeches

The opening ceremony of the conference commenced with a speech by Wang Lili, Dean of the School of Marine Law and Humanities of Dalian Ocean University, who extended a warm welcome to all the guests from the Korean Society of Commercial Precedents.

Professor Dae Chung, President of the Korean Society of Commercial Precedents, delivered a speech on behalf of the Korean side. He expressed gratitude to Dalian Ocean University for its meticulous preparation and warm hospitality, and conveyed his expectation that scholars from China and South Korea will continue to deepen dialogue and cooperation to jointly address new challenges in global marine governance.

II. Expert Academic Exchanges

This academic exchange session was organized around two major topics, adopting a format of keynote presentations followed by expert discussions, and was alternately moderated by Chinese and Korean scholars. Four speakers presented their research findings in turn, and many scholars participated in the discussions and interactions, creating a lively atmosphere.

Topic 1:Legal Protection of Marine Finance and China-South Korea Marine Economic Cooperation

This topic was co-moderated by Professor Jin Wan-hong from Dalian Maritime University and Professor Dong-won Ko from the Korean Society of Commercial Precedents in two separate segments, focusing on core issues such as shipbuilding refund guarantees and innovation in maritime legal services.

1.Some Legal Disputes over Refund Guarantee in Korea -Focused on Ship Finance

Professor Dae Chung of the Korean Society of Commercial Precedents delivered a keynote speech. Focusing on ship financing, he elucidated the legal nature, structural characteristics, and judicial practice of refund guarantees.

Wang Lili, Dean of the School of Marine Law and Humanities of Dalian Ocean University, along with faculty member Wang Fangzhou and graduate student Lin Xiangying, participated in the discussion in turn.

2.Recent Developments in Maritime Legal Services in Korea: Establishment of Maritime and International Commercial Courts

Attorney Munhak Pahk of the Korean Society of Commercial Precedents delivered a keynote speech, presenting the latest developments in maritime legal services in South Korea. He proposed drawing on China's model for promoting standardized maritime arbitration clauses to advance the globalization of maritime judicial services.

Faculty members Wang Donggen and Cao Jing, along with graduate student Jiang Haoxue, participated in the discussion in turn, engaging in in-depth exchanges on issues such as the alignment of the Sino-Korean maritime judicial systems and cross-border maritime dispute resolution mechanisms.

Topic 2: New Developments in International Marine Rule of Law and Judicial Practice Coordination Between China and South Korea

This topic was moderated by Professor Soon-suk Kim of the Korean Society of Commercial Precedents, focusing on cutting-edge issues in the international maritime rule of law such as IUU fishing enforcement and cross-border flows of marine data.

3.Curbing IUU Fishing by Enforcing the Port State Measures Agreement

Yuan We, a faculty member of the school, delivered a keynote speech, systematically interpreting the core mechanisms and implementation outcomes of the Port State Measures Agreement (PSMA).

Dr. Jieun Lee of the Korean Society of Commercial Precedents, Xing Zheng, Deputy Director of the Law Department of the school, and graduate student Li Mingxin, participated in the discussion in turn. 

4.Legal Regulation of Marine Data Cross-Border Flow

Zhao Pengju, a faculty member of the school, delivered a keynote speech, analyzing the unique characteristics of marine data and the current major challenges in its cross-border flow.

Professor Daekyu Kim of the Korean Society of Commercial Precedents, Cao Jing, a faculty member of the school, and graduate student Zhang Jiayuan, participated in the discussion in turn

III. Conference Summary

Professor Jin Wan-hong and Professor Dae Chung delivered concluding remarks respectively at the conference. They highly affirmed the outcomes of the discussions, reached a consensus on conducting regular academic exchanges, and deepened the cooperative relationship between Dalian Ocean University and the Korean Society of Commercial Precedents.
