1. Under the National Health Insurance Act, foreign nationals (including Overseas Koreans) are eligible to receive National Health Insurance benefits. However, cases of improper use of health insurance benefits by foreign nationals continue to occur. These include transferring or lending a National Health Insurance card to another person or using someone else's National Health Insurance card to receive medical treatment at healthcare providers, such as hospitals, clinics, or pharmacies.
2. To help prevent the improper use of National Health Insurance benefits, we kindly ask you to review the following information. National Health Insurance System Guide | ? Eligibility for National Health Insurance Enrollment ? International students holding a D-2 or D-4 visa are automatically enrolled in the National Health Insurance program from the date of entry into Korea (or the date of alien registration for their first entry). Note: Overseas Koreans may become eligible from the date of school admission upon submission of a certificate of enrollment or other required documents. Eligibility will be terminated upon the expiration of the authorized period of stay or if the individual leaves Korea for more than one month. ? Insurance Fee Calculation ? The monthly insurance premium for 2026 is KRW 79,310. International students are charged a 50% reduced premium based on the average insured contribution of KRW 158,630. (※ The reduction applies only when both conditions are met: monthly income of KRW 300,000 or less and taxable property value of KRW 135 million or less.) ? Fee Notice ? Premium notices are sent monthly by mail to the address registered on the foreign resident registration or domestic residence report. Electronic notices are also available via email upon request. ? Fee Payment ? Payments are due by the 25th of each month (paid in advance). Payment methods include automatic bank transfer, virtual account transfer, bank CD/ATM, and in-person payment at the NHIS office (kiosk available). ? In case of non-payment, insurance benefit coverage will be restricted from the first day of the month following the initial delinquency period until all overdue premiums are fully paid. ※ When using healthcare providers (hospitals, clinics, pharmacies, etc.), coverage under the National Health Insurance will be limited during the delinquency period. Even if overdue premiums are paid in full later, medical expenses (the portion covered by NHIS) incurred during the delinquency period will not be reimbursed. However, exceptions may apply to certain foreign residents with specific visa statuses as defined by relevant laws and regulations. |
Cases of Improper Use of National Health Insurance Benefits | ? Cases of Receiving Medical Treatment While Not Eligible for National Health Insurance ? When receiving medical treatment at healthcare providers (hospitals, clinics, pharmacies, etc.) while not eligible for National Health Insurance due to expired stay period or loss of eligibility, insurance coverage is not applicable. ? Cases of Receiving Medical Treatment While Benefit Coverage Is Suspended (e.g., departure from Korea) ? Eligibility is verified at the time of medical treatment, and any unjust enrichment (NHIS-paid amount) will be recovered. ? Cases of Using an Illegally Obtained, Transferred, or Lent National Health Insurance Card ? Persons who use, transfer, lend, or re-lend a National Health Insurance card illegally, as well as those who conspire in such misuse, may be subject to recovery of unjust enrichment (NHIS-paid amount) and criminal penalties, including referral to investigative authorities. ? Cases of Receiving Medical Treatment Using a Photocopy of an Alien Registration Card ? When receiving medical treatment under the National Health Insurance, an identification document must be presented (e.g., Alien Registration Card, National Health Insurance Card, mobile ID, mobile National Health Insurance card, etc.). An identification document or certificate issued by an administrative agency or public institution that includes a photograph and an Alien Registration Number, and can be used to verify the individual’s identity. |
