National Korea Maritime and Ocean University (KMOU) Inaugurates its Ninth President, Ryoo Dong-keun, Who is Dedicated to Developing KMOU as a Key Player in Transforming South Korea into a New Maritime PowerThe inauguration ceremony, held at the Grand Auditorium on campus on March 6, 2024, was attended by several officials from renowned organizations.KMOU will operate based on its four core values and 20 specific tasks and develop into a prestigious world-class maritime university through the implementation of the 30 Glocal Universities Project.Dr. Ryoo Dong-keun was officially inaugurated as the ninth president of National Korea Maritime and Ocean University (KMOU).KMOU (President: Ryoo Dong-keun) held an inauguration ceremony for its ninth president, Dr. Ryoo Dong-keun, at the Grand Auditorium on campus on March 6, 2024. Among the attendees were KMOU faculty and students, prominent alumni, Busan city officials, and education stakeholders such as Chae Young-gil, president of the KMOU Alumni Association, Ahn Sung-min., president of the Busan Metropolitan Council, and Jang Young-soo, president of Pukyong National University. Representatives of key organizations and companies in fields related to shipping and ports also attended the ceremony.In his inaugural speech, after offering his official greetings, President Ryoo shared his plans to embody the university’s core values and realize its vision over the next 4 years.Above all, he pledged that KMOU will prioritize communication and respect, educational and research innovation, global leadership in the future, and a solid financial foundation. He vowed to operate KMOU based on these core values and identified 20 corresponding tasks to accomplish this goal.To prioritize communication and respect, President Ryoo will promote cooperation and innovation on campus and foster an organizational culture that encourages members to respect each other. He will also establish a one-stop administrative system with diversified communication channels to facilitate efficient task management.Moreover, President Ryoo will strengthen research funding and improve the research environment to boost education and research, which are a university’s primary functions. His plans encompass promoting domestic and international industry-university collaboration with promising companies to derive joint research outcomes while also invigorating the marine humanities.Under President Ryoo’s leadership, KMOU will participate in the 30 Glocal Universities Project by forming a combined university with Pukyong National University to establish its status as a globally renowned maritime university.In pursuit of its goals of making the world its campus and being a world-class maritime university, KMOU will create a combined global maritime university with branches in ten Association of Southeast Asian Nations (ASEAN) countries.Furthermore, to enhance its financial stability and become a robust university with a solid financial foundation, KMOU will secure funds by participating in national financial support programs. It will also establish a group solely responsible for research and development (RPresident Ryoo presented his vision to develop KMOU as a key player in transforming South Korea into a new maritime power and has committed to running the university accordingly. He said, “As a professor at KMOU, I invested my energy in education and research. From now on, I will focus on running the university. I promise that I will be on the front line of administration as I work with you to further develop our university.”Moreover, he emphasized that “regional national universities have a responsibility to cultivate regional talent, promote the stability of the regional society, and drive regional industrial development.” Accepting that responsibility, he said, “I will significantly contribute to solving the current issues at KMOU, such as training maritime experts for increasingly large and advanced ships, and developing measures to respond to the emergence of carbon neutral and environmentally friendly ships.”Prior to the inauguration ceremony, preliminary events such as ▲ club performances and ▲ the screening of promotional videos were held. The events started at 11 a.m. and were ordered as follows: ▲ the opening ceremony, ▲ the recitation of the Pledge of Allegiance,▲ the introduction of guests, ▲ the recitation of the Charter of the Sea, ▲ the introduction of the president’s profile, ▲ the handover of KMOU’s keys and flag, ▲ congratulatory messages, ▲ the vision declaration ceremony, ▲ the president’s inaugural speech, and the singing of KMOU’s song.President Ryoo will serve a 4-year term from February 13, 2024, to February 12, 2028.President Ryoo holds a bachelor’s degree in shipping management from KMOU and master’s and doctoral degrees in maritime policy and shipping management and international transport, respectively, from Cardiff University in the United Kingdom.After being designated as a professor affiliated with the Department of Shipping Management at KMOU, he served as the head of the KMOU Office of International Affairs, the secretary-general of the Asia Maritime & Fisheries Universities Forum, the head of the World Ocean Development Research Center, and a member of the Presidential Committee on Local Autonomy Development. He is currently the vice president of the Korean Institute of Navigation and Port Research and a member of the Deliberative Committee for Policy Research.

National Korea Maritime and Ocean University as a learning university for the Government Invited Scholars (GKS, GlobalKorea Scholarship) Outstanding Exchange Student Support ProgramNational Korea Maritime and Ocean University (Acting deputy president: Choi Seokyoon) has been selected for the “2024 Government Invited Scholars (Global Korea Scholarship) Outstanding Exchange Student Support Program Learning University”.It is organized by the National Institute of International Education and Ministry of Education, for the second consecutive year since 2023.The project aims to enhance the globalization capabilities of universities and foster global awareness through interactions between domestic and foreign students.The goal is to select and advocate for outstanding foreign exchange students recommended by Korean universities that have contracted exchange agreements with universities in other countries.It intends to elevate Korea’s global reputation by affirming mutually beneficial relationships between countries.Foreign exchange students who are nominated and chosen by National Korea Maritime and Ocean University will be provided round-trip airfare and academic grants during the scholarship period.They will also be able to optimize academic efficiency while studying as exchange students.“Through winning the GKS Outstanding Students Support Project for the second time, we have laid the foundation for enhancing our global partnership and boosting interpersonal exchanges between students,” said Choi Jincheol, head of the International Exchange Division at National Korea Maritime and Ocean University.Additionally, the student stated that, “Through this, we will do our best to ensure that foreign exchange students from various countries complete our excellent education programs and move forward as a source of global maritime talent.”

Visiting the President of Maine Maritime Academy, USAJerald S. “Jerry” Paul, the President of Maine Maritime Academy located in Castine, Maine, USA, and his team visited the National Korea Maritime and Ocean University on the afternoon of the 11th.During the visit, President Gerald “Jerry” Paul and his team had the opportunity to exchange insights on the latest trends in maritime education systems at both universities and discuss practical strategies for future human and academic collaborations.“I believe that we can establish a platform to foster global maritime talent development, extending beyond the Americas and Asia through increased exchanges with Maine Maritime Academy,” said Choi Seok-yoon, President (acting deputy).Maine Maritime Academy is one of the six largest state maritime educational institutions in the United States. Since its inception in 1941, the school has had approximately 950 students studying maritime-specific fields such as engineering, business administration, and transportation.Maine Maritime Academy is a prestigious institution, ranking #1 among U.S. public universities in the 2014 and 2015 U.S. Money Magazine college rankings.

Korea Maritime and Ocean University’s Participation in AMFUF 2023 The Center for International Affairs (led by Prof. Dr. CHOI Jin-chul as the Dean) at Korea Maritime and Ocean University (KMOU) and the Asia Maritime and Fisheries University Forum (AMFUF/Prof. Dr. YEA Byeong-Deok as Secretary-General) attended the AMFUF 2023 event hosted by the Maritime Academy of Asia and the Pacific in the Philippines as the executive institution and secretariat. AMFUF, which celebrates its 21st anniversary this year, is a forum consisting of 27 maritime and fisheries universities and institutions across 13 countries in the Asia-Pacific region. The organization was established in 2002 by KMOU to foster co-prosperity in the maritime and fisheries sectors in Asia. Currently, KMOU holds the position of the executive institution and serves as the permanent secretariat. The 2023 edition saw participation from nine universities and institutions representing eight countries: KMOU, Batumi Navigation Teaching University (Georgia), Myanmar Mercantile Maritime College, IndonesiaSTIP,National Taiwan Ocean University,Chiang Mai University (Thailand),Vietnam Maritime University,Mokpo National Maritime University,and Maritime Academy of Asia and the Pacific (the Philippines). A total of 20 presenters shared insights into “Sustaining Friendships and Leaderships for Excellence in Maritime Fisheries and Training,” the central theme of this year’s forum. “Through the exchange of information on global trends in maritime and fisheries education and discussions on mutual development measures, such as promoting academic exchanges between universities and institutions and expanding joint research, AMFUF will serve as the foundation for the continuous development of the Asian maritime industry,” said Prof. Dr. CHOI Jin-chul, Dean of the Center for International Affairs at KMOU.

Korea Maritime & Ocean University Strengthens Its Collaboration with Dalian Maritime University in China
Korea Maritime Korea Maritime President Deog-hee Doh) has extended its international exchange agreement with Dalian Maritime University (DLMU) to reinforce its collaboration with China on sustainable mutual development in marine and maritime fields. KMOU participated in the International Conference on Maritime Education, organized by DLMU between September 23 and September 25, 2023, to enhance its interactions with major marine and maritime universities worldwide and renew its international exchange agreement with DLMU. This academic conference was attended by 33 maritime education experts from 16 countries, including Ki-tack Lim, the Secretary General of the International Maritime Organization, and Maximo Mejia, the President of the World Maritime University. During this conference, they discussed the future of global maritime education in the current scenario, in which the maritime industry navigates through a digital transformation and the development of advanced technology. Jin-chul Choi, the Dean of KMOU’s Office of International Affairs, joined as a speaker and presented on the topic of Paradigm Shift: Maritime Education Integrated with Humanities. Besides eco-friendliness and digitalization, he emphasized the significance of a shift toward human-centric maritime education, focusing on changes in the organizational culture in ships driven by the happiness of various crew members in their daily work and lives. After the conference, KMOU and DLMU held a ceremony to renew their international academic exchange agreement. During the ceremony, both universities updated the agreement to strengthen their collaboration and discussed matters such as the docking of training ships and student exchange. DLMU is a prestigious educational institution operated under the Ministry of Transport of the People's Republic of China. In 2015, it was designated as a double first-class university, which is a first-class university that offers a first-class discipline, and a national key university by the Chinese government. It is also China’s first higher education institution specializing in maritime education. Choi stated, “This academic conference allowed us to recognize the Chinese government’s proactive investment and support in the marine field as well as its strong commitment to talent development. Since DLMU is a distinguished institution specializing in maritime education, we expect that our university will advance further with the collaboration and competition with DLMU. Moreover, we expect that activities, such as visits to training ships and the exchange of researchers, will transform both universities into central hubs for maritime education, leading the global marine sector not only in Northeast Asia but also worldwide and nurturing global maritime talent.”

Korea Maritime & Ocean University Actively Performs Activities to Attract Overseas Students in Ho Chi Minh City, Vietnam

KMOU’s Office of International Affairs announced that it recently established a delegation of four staff members led by Jin-chul Choi, Dean of the Office of International Affairs, and dispatched it to Ho Chi Minh City, Vietnam. The KMOU delegation visited Ho Chi Minh City University of Transport (UT-HCMC) and introduced KMOU’s 2+2 program, a dual-degree program that allows Vietnamese students to receive degrees from both universities after finishing their required courses at UT-HCMC for two years and at KMOU for two years. Accordingly, it stated that “35 Vietnamese students who completed their two-year courses in Ho Chi Minh City can successfully fulfill the procedures for KMOU’s transfer admission and take major courses operated by the Department of Logistics during the second semester of the 2023 academic year through KMOU’s 2+2 program.” Subsequently, Choi held a meeting with Dr. Nguyen Tien Thuy, Chairman of the Board of Directors of UT-HCMC, to discuss measures for encouraging UT-HCMC students to successfully adapt to their student lives at KMOU and for promoting interactions between the two universities. In a meeting with Choi, Dr. Nguyen responded, “UT-HCMC is located in Ho Chi Minh City, which serves as the greatest economic hub in Vietnam and has Saigon Port, the largest port in our nation. Based on its advantageous location, it has actively cultivated talented experts in the marine transportation field, which has shown dynamic growth in Vietnam. As KMOU is situated in Busan, the greatest port city in Korea, the engagement of our students in KMOU’s 2+2 program will create substantial momentum toward the expansion of our interactions with KMOU and Korea.” The KMOU delegation also paid a visit to the Korean Education Centre in Ho Chi Minh City, an institution dedicated to supporting Korean education and activities to attract overseas students to the city. During this meeting, they discussed measures for promoting the enrollment of overseas students at KMOU and providing them with KMOU promotional materials. In addition, both parties agreed to continue their cooperation. Further the KMOU delegation extended its outreach to the South Korean Consulate General in Ho Chi Minh City to bolster communication and streamline procedures between KMOU and public organizations in Vietnam regarding tasks required for increasing the entrance of Vietnamese students into South Korea, such as document authentication and visa application. Choi stated, “Following our visit to Ho Chi Minh City, we will constantly make efforts to actively attract young and dynamic Vietnamese talent with a great passion for education from various universities, including UT-HCMC, and ultimately encourage KMOU to become a reputable global university specializing in the maritime field.”

Haeyang is a character symbolizing a water drop that represents the vibrant start of KMOU, which conducts research and educational activities centered on oceans.KMOU recently held a nationwide contest to select the official mascot. Not only the students and faculty members of KMOU but also many other people with excellent ideas and skills from all over the nation participated in the contest. A total of 108 mascot designs were submitted.KMOU evaluated these submissions on the basis of three categories: symbolism, applicability, and originality. Four designs, including Haeyang, were selected after a public vote for the grand, excellence, and runner-up prizes (the latter presented for two submissions). The work that won the grand prize earned a high score in originality, receiving good feedback for associating creative ideas with the university’s characteristics. Participants who created the characters “Haedam” (sea otter), “Hanhae” (whale), and “Haesoo” (person) won the excellence and runner-up prizes.Haeyang is significant as a character in that it goes beyond being merely a general university symbol and instead represents the university in a creative manner. It increases accessibility for prospective students with its adorable appeal, while also instilling pride in current students and faculty.KMOU plans on using the grand-prize winner, Haeyang, for various online and offline contents to effectively introduce the university.“In this new era, KMOU will create new values for today, beyond tradition and pride, and nurture talented human resources in maritime and ocean science who can deal with any changes that may occur,” said KMOU President Doeghee Doh. “Our mascot Haeyang will help our university get closer to our students.”

Capacity-Building for the Next Generation of Leaders: Korea Maritime Korea Maritime The training is considered a valuable opportunity for students to hone their skills and develop themselves as the next generation of leaders in the maritime and fisheries sector.The sailing ceremony was organized to provide a safe navigation and high-quality training environment for trainees.With the sailing ceremony, trainees at the College of Maritime Sciences, Korea Maritime The Hannara (training ship) will depart from Busan and sail to Hakodate (Japan), Osaka (Japan), and Busan, while the Hanbada will sail from Busan to Naha (Japan), Tokyo (Japan), and Busan.The ceremony was attended by President Deog-hee Doh and other top officials from within and outside the university.The ceremony was held in the following order: opening ceremony, pledge of allegiance, delivery of the sailing order, congratulatory remarks from domestic and international guests, response remarks from the captains of training ships, closing ceremony, and boarding and departure of trainees.The event was attended by juniors and seniors from the university and many alumni, who wished the trainees a safe training voyage.President Doh at Korea Maritime I hope the trainees make their best efforts to gain a lot of wisdom and experience from the ocean. KMOU’s LINC 3.0 Project Group Opens Its Global Industry-University Cooperation Center in Miami, Florida, U.S.A.The global industry-university cooperation center of KMOU’s LINC 3.0 Project Group has expanded to 14 countries with the establishment of the Miami-based center.The American (Miami) branch of the global industry-university cooperation center plans to support the entry of Korea’s family companies and local businesses into the U.S. market.The Industry-University-Research Cooperation Leading University Fostering (LINC 3.0) Project Group of Korea Maritime It will also conduct various activities, including the expansion of cooperation for global education for participating students in the LINC 3.0 Project Group, to enhance industry-university-research cooperation.Kyung Kab-soo, head of KMOU’s LINC 3.0 Project Group, stated that the American (Miami) branch of KMOU’s global industry-university cooperation center is expected to boost global industry-university-research cooperation in shipbuilding and marine industries. He also mentioned that this branch will actively encourage global marketing of Korea’s family companies and local businesses that are willing to enter the U.S. market by providing them with information on industrial trends and enterprises in the U.S., and other relevant support strategies.Further, KMOU’s LINC 3.0 Project Group is currently discussing the establishment of another American branch of its global industry-university cooperation center in Houston, Texas, to expand the range of American regions where Korea’s family companies and local businesses can settle down for business opportunities as well as the range of global education to be provided for participating students in the LINC 3.0 Project Group.
